			<content:encoded><![CDATA[<p>Many landscapes are highly valued for their natural or cultural heritage. Conservation of these landscapes however might conflict with ideas and ambitions of economic development. We therefore argue that these places should be considered as living landscapes, that are allowed to evolve. Spatial planning, as the attempt to coordinate the practices that affect space, can be studied as the interplay between institutional and physical design. On the one hand it includes planning as physical design, relating land use activities to each others, developing ideas and visions, and implementing plans. On  the other hand it includes the organisations of the planning processes, the coordination between the different actors, developing and enforcing rules. In other words planning as institutional design.</p>
<p>We are particularly interested in the possibilities recreation and tourisms offer for regional development and landscape conservation. To gain further insights in the interplay between physical and institutional designs, the possibilities and limitations of landscape conservation by combining planning and branding strategies and the effects for regional development we have visited to regional landscapes in Flanders: The Zwinstreek and the Vlaamse Ardennen. The study shows how regions are constituted and how regional identity can be enhance by spatial planning and place branding. At the same time it became clear that planning is not always evident, even if actors agree on the need for planning. Coordination is for example hampered by organisations with different ideas and interests, competing place identities and the fear to loose autonomy. Each region faces a different set of difficulties and developing strategies for landscape conservation should therefore be context-sensitive.</p>

<p>Contemporary politicians, partly influenced by the need to cut budgets, put a strong emphasis on a further decentralisation of planning policies and a shift of tasks and responsibilities from governmental organisations to the civil society. At the same time we indeed see a growing number of citizens actively taking up the management of their environment. They organise themselves in formal and informal ways and initiate a wide range of activities and plans, either with or without the support of public organisations.</p>
<p>Both public and private parties are searching for new ways to distribute roles, tasks and responsibilities. This search touches upon some of the essential issues of spatial planning, like democratic ideals, social equalities, environmental sustainability, liveability and quality of life, are addressed.</p>
<p>The Land Use Planning Group has invited Kristof Van Assche, Professor Planning &amp; Community Development at Minnesota State University to shed his light upon these issues, drawing upon his extensive knowledge of planning in general and political philosophy in particular.</p>
<p>In his presentation, Kristof will draw on the political philosophy of Niccolo Machiavelli and the tradition of civic republicanism that emerged from his thought to rethink and reconfigurate the concepts of informal institution, transparency and citizen participation. In a Machiavellian perspective, neither perfect laws nor perfect organizations exist, and democracies can only work if a) citizens remain vigilant and active, b) if these activities adapt to changing circumstances and c) if they lead to changing laws and organizational structures. Harnessing the power of democracy is harnessing the power of difference in perspective, and harnessing the power of conflict. Transparency in this regard is a highly ambiguous concept, since the optimal competition of ideas in a polity requires both sharing and hiding. He will develop this line of reasoning and try to envision the implications for spatial planning policies.</p>

			<content:encoded><![CDATA[<p>Storytelling is an interesting concept that is used in a wide variety of disciplines to analyse and understand how people communicate and with which outcomes. The concept can also be used to reflect upon the work of researchers. They too can be studied as people who construct and share a multitude of stories. The researcher as storyteller was the subject of a recent WASS seminar organised by the <a title="com" href="http://www.com.wur.nl/UK/" target="_blank">Communication Science </a>group.</p>
<p>The seminar was introduced by <a title="blog Yiannis Gabriel" href="http://yiannisgabriel.blogspot.com/" target="_blank">Yiannis Gabriel </a>who told about his experiences with the use of stories in research. A number of other presentations and an interesting discussion followed.  It became clear that the concept of storytelling offers not only a very useful approach for scientific reflections upon a wide variety of practices, but also to scrutinize the work that scientists themselves are doing. Issues that were discussed varied from journals as platform for the exchange of stories, rhetoric, adaption to the expected audience, stories as way through which conflict is build up, and the use of the concept of autopoiesis  to better understand the construction, exchange and re- construction of stories. Enough issues for further debates and research.</p>

<p>De implementatie van Natura 2000 heeft in Nederland tot veel discussie en commotie geleid. Tijdens honderden inspraak- en informatie avonden en via allerlei artikelen in dagbladen, tijdschriften en op het internet, is het Natura 2000 beleid door velen bekritiseerd. Ook in politieke arena’s is regelmatig in negatieve zin gesproken over Natura 2000, met als spraakmakende voorbeeld de brief die de toenmalige premier Balkenende heeft gestuurd aan de toenmalige voorzitter van de Europese Commissie Barroso, met het vriendelijke verzoek om de Europese richtlijnen te versoepelen. In dit artikel gaan we na wat de implicaties zijn van deze negatieve ideeen en beeldvorming voor de implementatatie van het Natura 2000 beleid.</p>

The framework incorporates concepts and insights from Michel Foucault, Mieke Bal, and other discourse theorists, enriched with notions derived from Niklas Luhmann&#8217;s theory of social systems. The Dutch system of spatial planning serves as a context to investigate the rhetorical functions, performance, discursive configurations, and consequences of success and failure. Two cases nested in the Dutch context are used to elaborate on the performance and performativity of success and failure. We discuss the performance of success and failure in terms of productive competition between discourses and organizations, and emphasize the self-reinforcing nature of success and failure ascriptions in the creation of developmental pathways of the governance system.</div>

			<content:encoded><![CDATA[<p>De wet inrichting landelijk gebied (WILG) biedt via Wettelijke Herverkaveling en via Vrijwillige Kavelruil twee instrumenten die partijen kunnen inzetten voor verkavelen van gebieden. Overheden, maar ook private partijen kunnen deze instrumenten gebruiken om hun doelen, zoals agrarische structuurverbetering, realisatie EHS of waterberging te realiseren.</p>
<p>De discussie over de inzet van dit instrumentarium was erg interessant, waarbij opviel dat de financiering steeds meer aandacht krijgt. Erg interessant waren ook de discussies over de relationele kant van het instrumentarium. Een aspect dat zo uitermate belangrijk is als het gaat om grondverwerving en –ruil, maar ook een aspect dat bij het opstellen van het instrumentarium en de daarbij behorende regelgeving vrijwel geen aandacht heeft gekregen.</p>
<p>Een mooie illustratie daarvan is het schema dat overheden wil helpen bij het kiezen voor een bepaalde vorm van kavelruil (zie de publicatie Verkavelen met de WILG). In dit schema kan de afweging voor een bepaald instrument worden bepaald aan de hand van de omvang en flexibiliteit in de doelen en de noodzaak en urgentie. Zowel het afwegingsproces als het verkavelingsproces worden daarbij gereduceerd tot een instrumentele keuze en zelfs een begrip als draagvlak wordt daarbij instrumenteel benaderd. Geen ruimte dus voor politiek en begrippen als sentiment, emotie en vertrouwen, zaken die juist bij dit soort projecten zo belangrijk zijn, zoals ook werd erkend door al diegenen die in het veld bezig zijn en regelmatig bij grondeigenaren (boeren) om tafel zitten.</p>
<p>Interessant zijn dan ook de ontwikkelingen bij het Kadaster, die inzetten op een snelle en sobere herverkaveling, waarbij de aandacht uitgaat naar het leveren van maatwerk voor de specifieke situatie. Ontwikkelingen op het gebied van ICT, waarbij diverse stappen van het proces worden gedigitaliseerd, maken het mogelijk om deze stappen sneller te doorlopen, zonder in te leveren op de (juridische) zorgvuldigheid. Daardoor kan de doorlooptijd van het verkavelingsproject worden verkort en is dus een forse reductie van de kosten mogelijk. Een goede zaak dus voor overheden die fors moeten bezuinigen, maar wel hun beleidsambities willen realiseren.</p>

			<content:encoded><![CDATA[<p>The tragedy of the commons is known from both institutional economics as well as in biology and used to describe the long term decline of common pool resources as a consequence of opportunistic behaviour of individual users. A whole body of knowledge addresses the design and implementation of particular institutions to tackle this problem.</p>
<p>In his PhD thesis, Jan Jansen presents the concept of commons as a new way to approach the governance of Natura 2000 sites. Based upon a extensive and thorough study of vegetation changes in relation to changing land use activities in the Serra da Estrela (Portugal) he shows the importance of extensive agricultural activities for the preservation Natura 2000 habitat types. The conservation of several habitats in the Serra da Estrala might become problematic in the near future due to land abandonment. A collaboration between new and old stakeholders, addressing the site as a common pool resource providing various ecosystem services, might create the opportunity to realise Natura 2000 objectives as part of a new economic management of the area.</p>

<p>Krimp de vaak gebruikte afkoring voor bevolkingsafname, is in korte tijd onderdeel geworden van het vocabulair dat gaat over de ruimtelijke ordening van Nederland. Het is een fenomeen dat steeds meer aandacht krijgt van overheden, het bedrijfleven, burgers en onderzoekers. Mensen en organisaties die gewend zijn om groei en veranderingen te organiseren en faciliteren worstelen met het fenomeen Krimp, omdat hun hele denken en handelen is afgestemd op het omgekeerde.</p>
<p>Maar wat is krimp? Het is een term die verwijst naar een breed scala aan fenomenen en processen. Natuurlijk: de demografische verschuiving, in sommige delen van europa meer zichtbaar dan in andere. Vrijwel overal is er aandacht voor leefbaarheidsvraagstukken en voor de veranderende identiteit van een regio, een dorp of een woonwijk. Maar we zien ook bestuurders de de noodklok luiden en roepen om acties die de demografische veranderingen moeten tegengaan. Nieuwe bouwprojecten en investeringen in allerlei nieuwe projecten zoals golfresidenties, attractieparken en bungalowparken zijn nodig, denken ze, om het tij te keren. Tegelijkertijd is er weinig debat over de gevolgen van deze ontwikkelingen en de wenselijkheid ervan. Wat betekenen de ruimtelijke veranderingen voor de verschillende regio’s? Welke meningen bestaan hierover, niet alleen bij de bestuurders maar ook bij de mensen in de regio? En hoe passen deze ontwikkelingen in de huidige discussies over een veranderende democratie, via een verdergaande decentralisatie en de wens om meer verantwoordelijkheid bij burgers neer te leggen. </p>
<p>Netwerk Platteland wil met <a title="KrimpInZicht" href="http://www.netwerkplatteland.nl/krimpinzicht">de bijeenkomst KrimpInZicht </a>wetenschappelijk onderzoek en praktijkkennis bij elkaar brengen, met als resultaat aan boeiende kruisbestuiving en nieuwe inzichten. In de middag is er alle ruimte voor uitwisseling en debat.</p>

economic alliances shift, people get tired of things, are anxious, and in a<br />
tumultuous present they tend either to cling furiously to old (reinvented)<br />
identities or to redefine themselves on a regular basis. The past, and thus<br />
heritage, plays different roles at different times in these processes. In<br />
Renaissance culture, the Romans inspired a unity of thought we now label<br />
‘Renaissance’ but in the politics and identity politics of the day, the effects<br />
were much more intricately patterned.French law became modeled on<br />
