The aim of the research program transition and innovation in natural resource governance to develop a theoretical perspective, useful for reflections on the relation between planning and law, the implementation of environmental directives and policies, stakeholder participation, tourism management and other relevant issues in this field. Natuurbeelden of natuurconstructies spelen een belangrijke rol in het natuurbeleleid en de realisatie daarvan. In dit artikel laten we aan de hand van het concept bollenvogels zien hoe constructies van natuur strategisch ontwikkeld en ingezet worden in de strijd om de ruimte. We analyseren op welke wijze natuurconstructies tot stand komen, welke rol ze spelen in de strijd om de ruimte, hoe ze een gedeeld begrip worden, wat de invloed is op ruimtelijke planvorming en in hoeverre deze constructies bijdragen aan het bevorderen van natuurbewustzijn bij agrariers.

The concept of Ecological Networks is popular in nature conservation policies.
This paper reflects on advantages and disadvantages of using this concept in planning and realizing ecological ambitions. It focuses on how the concept is variously interpreted and used by different people. A case study on the Ecological Network and its users in the province of Gelderland in the Netherlands shows that concepts can be useful for promoting ideas and uniting people. However, the use of a concept can also lead to misleading consensus and hidden responsibilities, which can frustrate the implementation of the Ecological Networks.
Natura 2000 Benchmark
De Vogel- en Habitatrichtlijn zijn de twee Europese richtlijnen om de Europese natuurwaarden te beschermen. De Europese Commissie vindt beide richtlijnen belangrijke instrumenten om de achteruitgang in biodiversiteit in Europa te stoppen. Alle landen van de EU zijn de afgelopen tien jaar bezig geweest met de implementatie van deze twee richtlijnen. Dit rapport bevat een vergelijking tussen Nederland en de buurlanden (Duitsland, Vlaanderen en Engeland) over de manier waarop de richtlijnen zijn geïmplementeerd. Naar aanleiding van de aanwijzing van Natura 2000-gebieden worden in alle onderzochte gebieden discussies gevoerd over de (potentiële) spanning tussen het huidige landgebruik en de natuurbeschermingsdoelen. Tijdige betrokkenheid en goede informatievoorziening over het implementatieproces blijkt essentieel te zijn voor het creëren van draagvlak. Bij de introductie van nieuw beleid moeten overheden zich verder rekenschap geven van de noodzaak tot verandering van de diverse mechanismen bij beleidsimplementatie, zoals nieuwe wetgeving, beheersplanning en subsidiemechanismen.
Planning van Natura-2000 gebieden
Natura 2000 heeft in Nederland en elders in Europa tot veel discussie geleidt. In veel gevallen heft de overheid daarbij een dubbele verantwoordelijkheid. Zij behartigt de uiteenlopende belangen en neemt anderzijds de uiteindelijke beslissing. In dit artikel wordt beschreven hoe verschillende overheden hiermee omgaan en welke gevolgen dit heeft voor de implementatie van het Natura 2000 beleid.

Implementation & integration of EU environmental directives
European integration has consequences for environmental planning in the European Union. Recent evaluations of the European Commission show that implementation of environmental directives proves to be a challenging task for the responsible authorities. This paper discusses the relation between the implementation of the Water Framework Directive and the Birds and Habitats Directives in The Netherlands. Studies from this member state show that legal and procedural aspects of planning and decision making gain the most attention and that environmental goals are fading into the background. We study the integration of the two directives from a policy and practice perspective and discuss the diffi culties that arise in the implementation process.

Beheerplannen voor Natura 2000 gebieden
Advies over rol, inhoud en positionering van het instrument
Het opstellen van beheersplannen voor alle Natura-2000 gebieden wordt door verschillende partijen beschouwd als de oplossing voor veel knelpunten die zijn ontstaan als gevolg van de implementatie van de Europese Vogel- en Habitatrichtlijn in Nederland. Dit rapport laat zien dat de verwachtingen over de werking van een beheersplan vaak te positief zijn. Plannen spelen slechts een bescheiden rol in besluitvormingsprocessen en hebben daarmee hun beperkingen. Willen de beheersplannen een succes worden dan moeten ze inhoudelijk beperkt blijven tot het vastleggen van de instandhoudingsdoelstellingen, de daarbij behorende maatregelen en duidelijkheid geven over de gevolgen . Het opstellen van beheersplannen biedt overigens wel een goede mogelijkheid om in discussie te gaan met alle belanghebbenden. Wat dat betreft verdienen de relationele aspecten van de planning meer aandacht. Het is belangrijk wederzijds begrip en vertrouwen te creëren tussen overheden, natuurbeheerders en andere belanghebbenden en te voorkomen dat de natuurbescherming vastloopt op beheersplannen die uiteindelijk slechts schijnzekerheid kunnen bieden.
